Kowale Oleckie is a rural municipality located in the Warmian-Masurian Voivodeship, within Olecko County, with its administrative seat in Kowale Oleckie. Administratively, this municipality existed between 1975 and 1998 as part of the Suwałki Voivodeship. The municipality covers an area of 251.61 km², of which 53% is agricultural land and 35% is forest land. According to demographic data, as of December 31, 2019, the municipality had 4,960 inhabitants, showing a slight decrease compared to 5,329 people in 2008. The municipality comprises numerous village administrative units (sołectwa), including Bialskie Pole, Borkowiny, Cicha Wólka, and Rogówko, as well as smaller settlements without such status, such as Borki or Mazury. Kowale Oleckie borders other municipalities, including Banie Mazurskie, Gołdap, Filipów, Kruklanki, Olecko, and Świętajno.
