Łubianka is a picturesque rural municipality located in the Kuyavian-Pomeranian Voivodeship, within the Toruń County, with its administrative seat in the village of Łubianka. From a historical perspective, between 1975 and 1998, the municipality belonged to the Toruń Voivodeship. According to data from 2014, the municipality had a population of 6,636 and an area of 84.64 km², of which 87% is agricultural land, primarily dedicated to the cultivation of wheat, barley, rapeseed, and sugar beets. The region is home to numerous valuable architectural monuments, including historically rich churches such as the 14th-century Parish Church of the Assumption of the Blessed Virgin Mary in Bierzgłowo and the church in Biskupice from 1794.
