National School of Public Administration named after the President of the Republic of Poland Lech Kaczyński

The Lech Kaczyński National School of Public Administration (KSAP) is an educational institution based in Warsaw, established in 1990 on the initiative of Tadeusz Mazowiecki’s government as the first institution of its kind in the former Eastern Bloc. Housed in a modernist building designed by Romuald Gutt, the school was originally home to the School of Political Sciences, the Academy of Political Sciences, and later the Main School of Foreign Service. The building's architecture reflects a strong modernist influence, making it a distinctive feature of Warsaw’s cityscape. KSAP trains civil servants through a curriculum that combines both theoretical and practical aspects of public administration. Admission to the school is highly selective, accepting only candidates under the age of 32 who hold a master’s degree and are proficient in a foreign language. The program lasts 19 months and includes both domestic and international internships. In addition to classes taught by practitioners, the school runs a mentorship program that connects students with experienced officials. KSAP is also involved in the continuous professional development of administration employees, organizing various training sessions and workshops. The school operates under a 1991 statute and in 2016 was named after President Lech Kaczyński. Graduates are required to work in public administration for at least five years, often taking on key positions. KSAP also engages in cooperation with international institutions, facilitating the exchange of knowledge and best practices. Funded by the state budget, the school implements international projects, underscoring its importance in the development of Poland’s public administration. It serves not only as an educational center but also as a hub for social integration, exemplified by the activities of its Alumni Association, which provides a platform for cooperation and experience-sharing among civil servants.
