Czarna is a rural municipality located in the Podkarpackie Voivodeship, in the Bieszczady County, with its administrative seat in Czarna Górna. The municipality was established in 1934 through the merger of several individual rural communes and was reinstated in 1952 after border changes with the USSR. Currently, the area is inhabited by approximately 2,418 people (data from 2017). Czarna covers an area of 184.62 km², 60% of which is forest land, highlighting the region's rich natural environment. The municipality is divided into several village districts, including Czarna Dolna, Czarna Górna, Lipie, and Michniowiec, as well as several uninhabited localities, indicating a dispersed structural layout. A beautiful, winding river flows through the area, adding to its picturesque charm. Elements of folk culture have been preserved in the region, and proximity to Ukraine enriches the local cultural and architectural traditions. In the Czarna municipality, one can observe traditional rural architecture characteristic of southeastern Poland, reflecting local history and art. The municipality borders popular tourist destinations such as Cisna and Solina, which supports tourism development, especially during the summer and winter seasons. Interestingly, the municipality was once part of the Krosno Voivodeship, and to this day, influences from the past can be seen in its administrative structure, shaping its development. Czarna is also attractive to nature lovers and hikers thanks to its numerous trails, forests, and proximity to the mountainous landscape of the Bieszczady Mountains.
